Nearly always because the same word means two things. One report counts revenue at order, another at invoice, and both are correct by their own logic. Not by default. Capacity, refresh frequency, model size and how many people consume reports all decide it, and plenty of teams pay for headroom they do not use. We can show you what your usage actually needs, though what you pay is between you and Microsoft.

You do. Files live in your tenant and your repository, workspaces are yours and we work inside them. Nothing is locked to us and handover is part of the engagement, not an extra.
That is the intent. Measures are documented, naming is consistent and we train the people who will own it. If a model can only be changed by us, we built it wrong.
